Detailed bug description:
Order for tasks in the openstack-network is not enough strict.
If plugin made new node role and partial use of openstack-network tasks -- ordering may be broken.
Steps to reproduce:
Make fuel-plugin, that bring new node role, include part of openstack-network tasks
Expected results:
Ordering of tasks should be like vanilla fuel without plugins
Actual result:
Ordering broken

only with custom plugin
