Bug Description

We should tune upload_cirros.rb based on pessimistic default time estimates for timeouts and retries. The current values allow for too much time spent sleeping in case uploading image fails.

Yes I'm aware, but I'm going to switch (or try to switch) on common workflow w/ puppet glance_image provider which uses openstackclient w/ retries+timeouts handlers.

this means you shouldn't tune upload_cirros.rb and task, but should rewrite the script, so maybe need to change the topic and description of the bug?
