Bug Description

A fix for https://bugs.launchpad.net/fuel/+bug/1552744 contains changes for API for upgrade extension in Nailgun.
These changes should be addressed in upgrade tests, in particular:

https://github.com/openstack/fuel-qa/blob/master/fuelweb_test/tests/test_os_upgrade.py
and
https://github.com/openstack/fuel-qa/blob/4c6ef9699bc7e587b13d13933794f8a7e3b34a11/fuelweb_test/models/nailgun_client.py#L230-L243
