Bug Description
So far fuel-menu's test coverage is poor and is not enough to guarantee it works well and do not fail on start. Due to that, we sometimes merge patches which break our master node deployment. In order to prevent such an accident it'd be really nice to have a master node deployment gate.

Moved to High, since we reached agreement with Infra-team that they will able execute tests for fuel-menu test for 9.0 branch.
