Bug Description
There is a set of upcoming changes to switch most of all messaging configuration in puppet modules to puppet-oslo module:

First change is for nova: https:/
So, we need to pull puppet-oslo module to keep fuel-library working.

This module can be very useful - it can help to avoid multiple configuration for oslo.messaging settings for different modules. So, we will have one point for configuration -> it will reduce problem during configuration.
