Add base scenario for check possibility of enabling of cgroups

We need to ad base scenario to verify that cgroup for some service could be enabled and deployment with it will be success. Base scenarios looks like:

1. Create cluster: 3 controllers, 1 compute, 1 cinder
2. enable in cluster attribute cgroup cpu.shares for keystone serrvice
3. Deploy environment
4. run ostf
5. Check that cgroup task was executed on nodes where keystone is running(controllers)
6. Check that cgroup exists

Add this tests into mapping structure
