Bug Description

OSTF gate tests start to fail with following error:
http://logs.openstack.org/38/281438/5/check/gate-fuel-ostf-python27/dbc6b58/console.html

Looks like caused by
https://github.com/openstack-infra/project-config/commit/7334ceb347329ccbc04dc6bff536e88e12783a86

so we need to update tox.ini files and skip databa/user creation

    Update tox.ini to skip dtabase creation steps

    after https://github.com/openstack-infra/project-config/
    commit/7334ceb347329ccbc04dc6bff536e88e12783a86 we do not need to
    create db, user, role.

    Also add usage of CUSTOM_OSTF_CONFIG env variable, to pass
    correctly dbpath tp fuel_plugin.config.py

Verified on 8.0 mu4 updates.
Tests are passed, no problems are seen.
