Bug Description
Now data pipeline for provisioning and deployment data is executed for every exension available in Nailgun. It should be changed to run the pipelines only for extensions which are enabled for cluster.
Marking medium, as we don't relay on pipelines right now, but if somebody try to use it, it may lead to unexpected results
