Bug Description

Steps to reproduce:
- install a plugin built with fpb version 4.0.0
- create a new environment
- enable the plugin, populate its settings in Fuel UI
- start the deployment

Actual result:
Deployment fails, due to missing hash with plugin settings in astute.yaml

Expected result:
Deployment result is success, hash with plugin name present in astute.yaml

this bug is a blocker for Fuel Contrail plugin for 9.0.
Could you please raise it to Critical?

Andrian, I would keep it high as it better matches this level of severity (see details here https://wiki.openstack.org/wiki/Fuel/How_to_contribute#Bugs). Although I see that it is very important for Contrail plugin, so Nikita is looking into this issue.
