Bug Description
Keystone has the ability to manage clouds with different regions.
Puppet code to deploy environment with non-default values already exists in FUEL.
Now we use Hiera to override default value (RegionOne).
We need the ability to change a name of Region instead of hardcoded value "RegionOne".
We want to change this value over FUEL UI -> Env Settings -> Other
