Bug Description

Keystone has the ability to manage clouds with different regions.
Puppet code to deploy environment with non-default values already exists in FUEL.

Now we use Hiera to override default value (RegionOne).

We need the ability to change a name of Region instead of hardcoded value "RegionOne".

We want to change this value over FUEL UI -> Env Settings -> Other

Inability to change Region name makes us using override in our plugin and not useful.
We expect that it will be text area under Env Settiings menu where we will be able to put needed value.
