[ci] Configure the job for repetitive restart test

We need to configure the job for repetitive restart test:
    test group: "repetitive_restart"
    Additional parameters: PATCHING_RUN_RALLY=TRUE (for launching Rally)

It should be discussed how often it's necessary to start this job because it takes a lot of time.

Please provide more details:

should it be part of nightly swarm run or a separate periodic task?
Are there blueprints/user stories, related to this activities?

Aleksandra, I think we have to write patch for counter of repeat first of all(in test), and then put this test in swarm.

Repetitive restart test group was added to swarm

Right now we decided to add 'repetitive_restart' test group to swarm
with the default value of RESTART_COUNT variable equals to 10
