Fails:
1. vCenter: Launch instance
2. vCenter: Check network connectivity from instance via floating IP
with error on step "Create an instance using the new security group."

All OSTF passed.
steps to reproduce
1. Deploy cluster with controller and compute-vmware.
2. Update Host Aggregates.
vcenter1 vcenter1 vcenter-vmcluster1 availability_
vcenter2 vcenter2 vcenter-vmcluster2 availability_
3. Run OSTF.
