Bug Description
Fuel 7.0 with latest updates failing to provision OS on slaves because of failure in image build due to missing package in repo.

I have installed last updates and have managed fuel to provision Base-OS node without any issues.

Kevin (ananth+krypto), I need to have full sequence of steps-to-reproduce to continue working on this bug (for example, have you used any plugins, etc). At this point this bug is incomplete for 7.0, please update it and assign back to me.
I have set severity to High, since it is not affecting most use cases.
