libvirt package build failes because of restricted network

Revealed a problem with building packages that require network access. Build fails with errors:
I/O error : Attempt to load network entity http://www.w3.org/TR/xhtml1/DTD/xhtml1-strict.dtd
/«PKGBUILDDIR»/./docs/404.html.in:2: warning: failed to load external entity "http://www.w3.org/TR/xhtml1/DTD/xhtml1-strict.dtd"
C//DTD XHTML 1.0 Strict//EN" "http://www.w3.org/TR/xhtml1/DTD/xhtml1-strict.dtd"

Since the above action is a part of included tests for the package, they should not be disabled.

It was a package problem, not infrastructure.
