Bug Description
If plugin provides some node role, there's no way to re-deploy its task each time on scale-up and scale-down cases. It's inconvenient to workaround this functionality through
reexecute_on: [deploy_changes]
task property.
There should be an elegant way to setup redeployment on scale-up / scale-down / redeploy cases.
