Bug Description
Need to automate acceptance test: Safe reboot of primary controller
Scenario:
1. Deploy environment with 3 controllers and NeutronTUN or NeutronVLAN, all default storages, 2 compute, 1 cinder node
2. Safe reboot of primary controller
Really reboot using: /sbin/reboot
3. Wait 5-10 minutes
4. Verify networks
5. Run OSTF tests
