After canceling invalid changes on the network tab error message doesn't disappear

STR:

1. Open network tab, choose Neutron L2 section
2. Set both start and end of VLAN ID Range to 1000.
3. Cancel changes

Actual result: validation error is still here
Expected result: validation error is gone

    Added network settings validation after reverting changes

    reverting changes didn't trigger network configuration
    validation, that's why not actual error messages were shown

    * changed corresponding functional test
