Bug Description

Lifecycle Management for netmask changing( increasing or decreasing) does not work smoothly
Now during such actions interfaces are flapping what is not good for production cluster

    Smooth netmask changing without packets lost

    Lifecycle Management for netmask changing (increasing or decreasing)
    does not work smoothly.
    Now during such actions interfaces are flapping what is not good for
    production cluster and leads to packets lost.
