Packaging CI version check is not working

Bug Description

Version check stage of Packaging CI provides wrong results because of invalid version of the CR packages like:
1:2.0.0-1~u14.04+mos3+git.a6701f9.16f036c
instead of
1:2.0.0-1~u14.04+mos2

Need to remove `git sha` part from CR package version string and fix `mos` part

    [build] Remove gitSHA suffix from CR packages

      - Remove gitSHA suffixes from revision part of verison strings of
        openstack packages

      - Do not increment revision for CR at specs projects
