Extract rsync_core_puppet pre-deployment task from nailgun

rsync_core_puppet should be extracted from nailgun codebase and put into fuel-library, like it was done with upload_core_repos[0]

This is a chicken-and-egg problem.
In order to run rsync task the code already must be on the node and from other side to deliver it there .... vicious circle.
I believe there ain't feasible to perform a task that should run code delivery itself.

rsync_core_puppet is still doing by nailgun/astute, it ain't part of fuel-lib yet.
