When CEPH is used as a backend for Cinder, the open-iscsi tools are not installed on Controller nodes which core cinder needs to function (do things like image to volume) with any iSCSI backend. Although Fuel doesn't support multi-backend Cinder, having the open-iscsi package installed on controller will simplify further post-deployment integration with other iSCSI-based backends.
