Fuel-menu does not allow to define bootstrap repos independently

Bug Description
The thing is that part of MOS is located on the master node while mos-updates and mos-security are available online. Fuel-menu UI does not allow to define base repo independently on updates and security repos. So they should be located on the same. We need to fix fuel-menu UI so it is similar to what we have on Fuel web UI.
