Bug Description
Before Fuel 6.1 we used to build so called artifacts which then could be used for building upgrade tarball. Currently we don't have upgrade tarball as deliverable, so we should remove all the parts in fuel-main which are related to artifacts. Version.yaml and openstack.yaml are other artifacts that are used for other things, but we have re-organized Fuel so the information from these two files is available via fuel-release and fuel-openstack-

Remove version.yaml and other artifacts
Our old artifact concept does contradict to our
current delivery approach of wrapping every single
Fuel component into rpm/deb packages. So, all
artifacts (that we did not use anyway except version.yaml)
should be deprecated.
