Bug Description
tools.pp has two issues with idempotency (Actual both for MOS 7.0 and MOS 8.0)
1) "man" package is not exists. It was replaced by "man-db" either in Ubuntu 14.04
2) exec "ssh-keygen -A" in should have "onlyif", "unless" or "creates" parameter to prevent permanent execution
