fuel-rabbit-fence package [1] install test failed:

Patch [2] can be used to analyze related code

probably we need to re-factor debian spec (also in part of dh_installinit), as a workaround for now, try to add rabbitmq-server as dependency

    Fix Fuel RabbitMQ-fence daemon start issue in install tests

    Update fuel-rabbit-fence package by adding rabbitmq-server as
    a dependency. For now this issue is covered by manifests [1]
