Need to clarify what means "running" verification network status in statistics

Bug Description
Fuel Statistics has "verify_
It has 3 values:
- running
- ready
- error
Need to check calculation for this parameter and clarify why "running" status exists. Is it happened because of hanging environment or user just run network verification at this moment (when I downloaded statistics).

We passed SCF in 8.0. Moving the bug to 9.0.
