Sometimes system test deploy_neutron_tun_ha_with_public_network failed on ostf: "Launch instance with file injection"Scenario:

1. Create cluster
2. Add 3 nodes with controller role
3. Add 2 nodes with compute role
4. Enable assign public networks to all nodes option
5. Deploy the cluster
6. Check that public network was assigned to all nodes
7. Run network verification
8. Run OSTF

Reproduced manually ostf case:
- add icmp and ssh security rules
- creation instance
- assign floating ip

The instance is inaccessible by floating ip

But this case failed due to OSTF + I have tried to start the OSTF test after revert - it fails on the same test and reproduce it manually - the reason of fail: instance is inaccessible by floating ip.
It can be reproduced from time to time.
