[vmware] Can't create snapshot of vcenter instance(ubuntu) in case default storage backend is used

Description
Can't create snapshot of vcenter instance(ubuntu) in case default storage backend is used.

Steps to reproduce
1. Install plugin plugin 2.0.0 on master node.
2. Create cluster with ceph backend for cinder and glance, vcenter+qemu hypervisors.
3. Enable vmware-dvs plugin.
4. Add following nodes:
1 controller
1 compute
5. Fill vcenter credentials.
6. Deploy cluster.
7. Upload ubuntu cloud image vmdk format.
8. Update metadata in ubuntu cloud image :

hypervisor_type
    vmware
vmware_adaptertype
    lsiLogic
vmware_disktype
    sparse
9. Launch instance vm1 from ubuntu cloud image in vcenter az.
10. Create snapshot instance vm1.

Actual Result
Snapshot was killed.

Also issue was reproduced if VMware vCenter/ESXi datastore for images (Glance) is used. Creating snapshot was killed. From glance logs:
