Fuel Master host logs are missing

I believe that https://review.openstack.org/#/c/239924/ introduced this regression. There are no /var/log/docker* or /var/log/puppet entries in diagnostic snapshots, making it quite difficult to review Fuel Master node failures in CI jobs: https://ci.fuel-infra.org/job/fuellib_review_pkgs_master_node/

    Avoid usage of `localhost` and `127.0.0.1`

    * Avoid usage of `localhost` and `127.0.0.1`;
    * For a remote command execution either `address` or `hostname` could
     be used;
    * Execute a command on a shotgun' host if neither `address` nor
      `hostname` is specified;
