Need create gate-job for testing ostf

1. In this job necessary to have pre deployed environment (https://github.com/openstack/fuel-qa/blob/master/fuelweb_test/tests/test_ceph.py#L229, ceph_ha) with snapshot (we have similar approach in the library gates)

2. The package with ostf review should be putted in the directory on the host machine, and exported in the UPDATE_FUEL_PATH environment variable.

3. Review with CI gates - https://review.openstack.org/#/c/246941/8

4. Export UPDATE_FUEL=True

Waiting for implementation system-tests part from qa-team side
Will be deployed on a real Jenkins instance right after complete successful run

Jobs are has been deployed on fuel-ci:

- master.fuel-ostf.pkgs.ubuntu.gate_ostf_update
- 8.0.fuel-ostf.pkgs.ubuntu.gate_ostf_update

both of them are failing with error:

AssertionError: Failed 1 OSTF tests; should fail 0 tests. Names of failed tests:
  - Check usage of default credentials on master node (error)

please check it and investigate the error on the last run
