Remove fuel_package_updates module

The functionality of this python module is going to be covered by packetary
https://github.com/openstack/fuel-mirror/tree/master/packetary
which implements low level logic for manipulating of
rpm/deb packages and repositories. Packetary can be used
both for creating partial and full mirrors of upstream and MOS
repos.

And this git repo https://github.com/openstack/fuel-mirror also contain the code
which uses packetary and python-fuelclient to implement fuel-createmirror compatible UX
including updating default rpm/deb repos that Fuel uses during Openstack deployment.

    Remove fuel-createmirror and fuel-package-updates

    These two packages are not needed any more since
    fuel-mirror package obsoletes them.
