We need to run fuelclient tests against changes in fuel-web repo

Bug Description

Some changes in nailgun may break fuel client. So we need to run fuel client tests against changes to fuel-web repo. For more information, please see "[Fuel] [CI] Running fuelclient tests against review requests for fuel-web repo"

    Functional testing interface

    This patch introduces a single entry point for
    starting/stopping nailgun server when needed.
    This could be used while running functional tests.
    For example, python-fuelclient needs nailgun
    to be started before running tests that send
    requests to nailgun REST API.
