Bug Description

Need add ssl support for Rally tool (https://review.openstack.org/#/c/196997/) in system tests, because without disabling ssl (DISABLE_SSL=true) it will fail on authorization steps.

    Add SSL support for Rally deployment

    Set additional environment variable for HTTPS
    proxy and enable insecure mode for SSL, because
    in tests we use self-signed certificate.
