As discussed with Kyrylo on Slack, this is expected situation: it takes time for Galera to re-assemble the cluster and during that time it's effectively down and will respond 2013 for incoming connections - OpenStack services have no other choice but keep trying. Eventually, they will reconnect to Galera and resume normal operation mode.
