Bug Description
Upgrades and plugins tests of 7.0 swarm currently don't use extra deb/rpm repos with fixes due to jenkins-jobs misconfiguration, this should be fixed for the better test coverage of update bundles for 7.0

Fix 7.0 swarm upgrade tests templates
Use separate templates and scripts with the ability to use extra
DEB and RPM repos for 7.0 swarm upgrade tests.
