Fuel CI jobs for stable/5.1 6.0 6.1 branches of fuel-web fail because oslo.config version is not pinned

Won't Fix for 5.1.1-updates and 6.0-updates as we are not including Fuel fixes into maintenance updates for 5.1.1 and 6.0. Confirmed for 6.1-updates.

@Vitaly, it's not about MU, it's about non-release fixes to stable branches.
Now merges to these stable branches of fuel-web are blocked. Please solve these issues with CI-team
If we support these releases we should have an ability to merge to these branches.

If these are non-release fixes this issue should not be assigned to maintenance team.

Vitaly, you as Maintenance Team leas has rights to merge fixes to stable branches. You had discussion with infra team, and you blocked their fixes. So only you can solve these issues.
