[Nailgun] Remove openstack.common, and use oslo.* libraries

Bug Description

We should drop oslo incubator from our source tree, and use oslo.* libraries instead. It will reduce our tech-debt.

    Drop openstack.common, use oslo.db instead

    The libraries we use from oslo-incubator project has been evolved into
    separate libraries long time ago. Let's drop incubator, and use oslo.*
    projects instead. It reduces our tech-debt, and introduce possibility
    to fit upstream criteria.
