Excessive logging from nailgun

Naulgun floods logs with the messages

>INFO (node) Interfaces are locked for update on node Untitled
>INFO (node) Volume information is locked for update on node Untitled

which seem not to be very useful after deployment is finished.

Whould it be worth to change priority(severity) for such sort of messages
or change the logic of this logging.

    Controlled logging from nailgun

    This commit adds functionality to control logging from nailgun
    by APP_LOGLEVEL value in the '/etc/nailgun/settings.yaml'

    Also it adds ability to change log level value via puppet manifests.

    Controlled logging from nailgun

    This commit adds functionality to control logging from nailgun
    by APP_LOGLEVEL value in the '/etc/nailgun/settings.yaml'

    Also it reduces log level of notices indicating hardware_info_locked
    when trying to fetch metadata to debug because they are much
    too frequent.
