Diagnostic snapshot doesn't contain all info about networks configuration on nodes

When Fuel creates diagnostic snapshot it saves output of different command on nodes in order to provide sensitive info for further debugging. But in case of network issues it lacks of 2 important information types:

- IP configuration inside network namespaces (if any);
- current ARP table state.

So we need to execute an additional command(s) in order to gather such info and include it to snapshot.

    * network stats (sockets) inside network namespaces
    * current ARP table state
