Bug Description

An error ocurred while trying to install oslo.db

Oslo.db requires 'SQLAlchemy<=0.8.99,<=0.9.99,>=0.8.4,>=0.9.7' but new pip does not understand such "double limit" syntax and raises an error:

19:27:45 ContextualVersionConflict: (SQLAlchemy 0.9.7 (/home/jenkins/workspace/gate-glance-python27-updates/.tox/py27/lib/python2.7/site-packages), Requirement.parse('SQLAlchemy<=0.8.99,<=0.9.99,>=0.8.4,>=0.9.7'), set(['oslo.db']))

workaround is merged
oslo.db version 1.0.3 contains correct dependencies
