Bug Description

Steps to reproduce:
Move mouse pointer on hypervisors or OS chart at fuel-stats web UI. On bubble hint wrong value will be shown, for instance 414% instead 98.98%

    Label on chart tooltip changed

    Old tooltip format {label}: {value}, {percentage}% confuses
    when you see, for instance: kvm: 441, 84%. This can be
    recognized as 441,84%
