Bug Description
When building fuel-library RPM package, other fuel-* packages are not available in the build environment.
This leads to inability to determine the current version of OpenStack and Fuel based on fuel-openstack-
This, in turn, leads to circular dependency between fuel-nailgun and fuel-library when doing bump of openstack_version parameter in fixture/
