fuel-openstack-metadata RPM not available to Jenkins when build fuel-library RPM

Bug Description

When building fuel-library RPM package, other fuel-* packages are not available in the build environment.

This leads to inability to determine the current version of OpenStack and Fuel based on fuel-openstack-metadata package.

This, in turn, leads to circular dependency between fuel-nailgun and fuel-library when doing bump of openstack_version parameter in fixture/openstack.yaml in Nailgun.

[Fuel-CI] Use mos8.0-centos6-fuel mirror for library pkg jobs
