Warning list on the dashboard is not obtrusive enough

These warnings are currently implemented as a simple black text with normal font, so the user might not care much about them, though presence of these warnings means that something is really wrong, though if users understand what they're doing it could be ok. I propose to make the following changes:

1) Add styles to the warning list to make it more obtrusive
2) If warnings present, deployment button should change color like we do it with login button if there is no SSL

the suggestion here is to show Errors before Deploy button and also not to show warnings if there are errors. It's neccessary to rename recommendations with warnings.
