'resume_guest_state_on_host_boot=True' by default

1. Create new environment (Ubuntu)
2. Choose Neutron, VLAN
3. Choose Ceilometer
4. Add 3 controller+mongo, 1 compute
5. Start deployment. It was successful
6. Start OSTF tests.

Test "Check host boot configuration on compute nodes" has failed with error: The option "resume_guest_state_on_host_boot" is set to True at compute node 10.20.0.4, so it can be broken down by the paused VMs after host boot.. Please refer to OpenStack logs for more details.

'resume_guest_state_on_host_boot=True' in /etc/nova/nova.conf on compute node

Unfortunately, I had to urgently restart my computer and after it compute node became offline. So I cannot attach snapshot from this node.

The issue is caused by recent commit: https://github.com/openstack/fuel-ostf/commit/bf477f659feabeb9be695530cdc8534a40883334

All noop test are configured to use True value as well as nailgun packaging.

$ grep 'resume_guests_state_on_host_boot: true' -r ../fuel-library/ | wc -l
24

    Disable test guests_state_on_host_boot

    Such test was added to cover automatically intsance resume issues,
    but such issues is not affected kilo and liberty release,
    so that we can disable this test
