Bug Description
Currently plug-in management works on Fuel Client's side. That requires the client to be installed on a master node and to be running with root permissions. That is an unacceptable behavior for both as for a CLI client or for an API wrapper.
All plugin management code must be moved to Nailgun and hidden behind its API.
