[liberty] Cannot import name dispatcher

From bvt https://product-ci.infra.mirantis.net/job/8.0.ubuntu.bvt_2/7/console run we have problem that 'ImportError: cannot import name dispatcher'

Lines in /var/log/keystone-all.log on '1 | error | slave-03_controller' show that dispatcher module cannot be imported
