Bug Description
Steps to reproduce:
1. Install environment with fuel-devops and fuel-qa (ha_ceph_
2. Upgrade env using octane 'stable/7.0' branch (commit d58ab97613f1d1f
3. Upgrade controller node
4. Upgrade db and ceph
5. Upgrade ceph-osd/compute node
Expected results:
Ceph-osd/compute node installed and 2 Ceph OSD devices connect to the cluster with existing data set
Actual results:
First OSD device (/dev/vdb3 by default) is not recognized as activated Ceph OSD. Data destroyed and node falls into 'error' status with error 'Access denied'.
