Remove fuel-utils package as it is obsolete since 8.0

fuel-utils package is obsolete since 8.0, so we can remove it. Moreover it's built from personal git repository [1] and it has not been being updated since 2013. According to the information got from the author S.Vasilenko, this package is not needed any more.

Patches have been merged but we still need to remove this obsolete package both from rpm and deb repos

Package fuel-utils has been removed from perestroika primary 8.0 repositories. All mirrors will be updated soon
