Failed to start Fuel UI. Nailgun is not available

Bug Description

          ISO: 301

1. Install plugins(DB, RabbitMQ, Keystone)
2. Create env
3. Navigate to "Settings"
4. Enable all plugins
5. Set roles on nodes(result: 1 controller, 1 db-rabbitmq, 1 keystone, 1 compute)
6. Navigate to "Networks"
7. Set in public IP Range 1 ip address
8. Deploy env (we must get error: Not enough free IP addresses in ranges)
9. Reset env

Env correct reseted

Error: Failed to start Fuel UI. Nailgun is not available

Workaround: reboot master node or restart docker container with nginx and nailgun

Looks like problem with Nailgun which crashed. Move to fuel-python team

In the logs, the crash happened around 2015-09-25 09:41:00
Interesting log messages

Since nailgun is managed by supervisor, it should have crashed and restarted, but instead it was hung and unresponsive. This is a nailgun bug for sure
