Bug Description
If end user want to deploy multi-rack env, he should create additional node-groups.
If env contains more than one node groups -- it's a sign of multi-rack deployment.
I need boolean variable for use one in the openstack.yaml to show/hide group of multi-rack specific settings on setting tab.
This task blocks work on multi-rack solution
